The Forest Research Institute Of Chile Is Calling For Expression Of Interest For Consultancy Service

Description
The forest research institute of Chile (www.infor.cl ), in its Valdivia office, is calling for expression of interest (EOI) for contracting an international consultancy service, aimed to assess both the technical and market feasibility to develop new products and small-scale processing technology options using both small end-diameter trees (SDT) and forest residues, for the fourteenth region (Valdivia) of Chile situation.

Scope
This Chilean region has nearly 900 thousand hectares of forest, and also has several forest industries (a couple of MDF and OSB mills, a few small and medium sawmills and veneer mills, and one big pulp mill). The plantation forestry is well developed, and the native forest is an important resource that has not been commercially used so far, but a new law is ready to be implemented and we anticipate a big availability of SDT and forest residues in the near future when the law will be applied.

Therefore the consultancy service to be contracted will deliver a study report which should address almost the following issues:

-Assess, with the INFOR technical support, the STD and wood residues availability, and the state of the art of the forest industry in the fourteenth region of Chile, in order to identify raw material suitability and potentiality.

-Identify and propose small scale technology (SST) for processing SDT and wood residues into new products with high commercial potential, accordingly the Chilean situation and market feasibility. This SST should consider higher yields and low capital investment, and should be accordingly to the Chilean reality predominant in the fourteenth region. Also the SST should be recognized internationally as a relatively innovative technology. The new products should have a higher component of innovation and have potential to be profitable commercialized.

-Delineate a business model proposal (for instance either a national or international joint venture and/or strategic alliance) suitable to develop the commercial business identified, which will be implemented in a future project,

-Formulate, with the INFOR technical support, a technical and economic proposal of the most promising small scale technology to process SDT into new products. This proposal will be latterly presented by INFOR in an either regional or national grant fund in order to get finance to implement a big project aimed to implement the recommendations delineated in the consultancy service contracted.

Timing and deliverables
The consultancy service should be done between October 2009 and January 2010, considering almost one month in Chile in order to gather first-hand information about the forest resources availability and the forest industry situation. Also this time in Chile will be helpful for the consultant in order to jointly write the project proposal with the INFOR staff. The consultant should almost deliver two reports:
-a draft report in December 2009
-a final report in January 2010

Both report will be delivered to the INFOR and written in English.


Budget available and consultancy payment schedule:
There is a total budget of US$30.000 to implement this study, which includes both the consultant fees and his expenses during the study duration (travel cost and living expenses in Chile). The consultancy payment schedule would be defined together between both counterparts (INFOR representative and the consultant), however taking in account the consultant proposal sent in his EOI.

INFOR representatives and technical counterpart
The manager of INFOR Valdivia, Mr. Dante Corti, will act as the accountable person in any matter related to the consultancy agreement. INFOR Valdivia will also have technical staff that will be available to cooperate with any technical matter related with this consultancy. These will be the permanents counterparts for the consultant for any requirement.
